In March 2019 the park started to charge ¥500 (£3.50) per person. The gardens are really well maintained so it's worth a walk around. I think it's nicer than Ueno and Yoyogi Parks. You can get some good city landscape pictures that remind me of Central Park in New York.
Afterwards we took a walk to buy the obligatory sweets for our offices from one of the 24hr manic, huge superstores which seem to be heaving at all times especially late at night. We also found a conveyor belt sushi bar for lunch as we hadn't yet done this, the plate colours relates to the charge for that dish. When you leave they add them up and you pay at the till in cash. We had a good amount of food and only spent ¥1,300 that's under £10! We're no sushi experts but it tasted ok to us and we weren't ill so that's good especially as next up we were on our way back to our hotel to collect our bags to head home. 
There are so many ways to get back to Narita Airport but the best option for us was to get the Metro the whole way as we already had a 72hr pass we only had to pay an extra ¥1,350 (£9.50) for 2 people. Other options were at least double the price so if you don't have a JR rail pass look up the route via the Ashkusa line.
